Open just one window, resize it, then close it.
Open it again and if it isn't resized, repeat process.

I'm using Chrome on Windows 10 and this happened to me just this morning. I clicked on the page size icon on the top right to make it full screen, then X'd out and reopened Chrome and every page I've opened since has been full screen.

Good Luck!

Is it the browser window that is small or the text inside? If it's the text try holding the Ctrl key down and pressing zero. That should resize the text in the browser to the normal default, and it should stay that way
