Why do some sweeps make residents of Canada answer a skill question?

Ok Im somewhat new to sweeping and I was wondering....

Why do some sweeps make residents of Canada answer a skill question?

This seams kinda mean to me. Like a slap in the face or something. Theres prolly a really good reason and Im just to stupid to think of the answer...lol

I think that for some reason they aren't allowed to just give the stuff away,some weird law or something.I am guessing that they have to "earn" the prize. I will have to check out that link too,I have always wondered why myself!
